WebBl2fix is exactly what it says it is it basically fixes a lot of complaints people have about bl2 such as dialogue/ cutscenes skip it removes level 80 op10 and goes back to level 72 op8 and a lot of other changes. WebBL2FIX includes an option to lower the level cap back to 72 and lower OP levels to 8 instead of 10. You can leave it default Level 80 / OP 10 if you wish. The only thing wrong with OP10 is that a few raid bosses have 2x the intended HP values.
